What are the aims of the Hayes Town Centre and Avondale Drive regeneration schemes?

  • Provision of more than 740 new homes – including 348 council rented homes, alongside homes for returning leaseholders and private sale
  • A range of flats and family sized houses/duplexes
  • Attractive, high quality public spaces, a new community centre and better links to parks, the high street, and the canal
  • Opportunities for local people to secure apprenticeships, training, and jobs throughout the development’s construction
  • A phased development that allows as many current residents as possible to move into one of the new homes on site

How many new homes will be provided?

More than 348 council rented homes, alongside homes for returning leaseholders and private sale.

Will the Regeneration Hub at Hayes Town Centre be re-provided?

It is planned to re-provide a new community centre at the Hayes Town Centre Estate.

Will there be any public space and if so when will it be provided?

Avondale Drive

  • Areas of public open space are planned including a pedestrianised public green space between phases 1B and 2, for play and recreation
  • Resident communal gardens will be provided within each phase of the redevelopment

Hayes Town

  • It is planned to provide a new community square located between phase 3 and phase 4, where the new community centre will be located. This will provide play facilities and landscaping for recreation and play
  • Resident communal gardens will be provided within the central courtyards of each block

What is the timeline for the project?

Avondale Drive

  • Demolition works start at Avondale garages site ( Phase 1A) - May 2023
  • Development works start at Phase 1B ( Wellings site) – Winter 2023
  • First 30 homes complete at Phase 1A - 2025
  • Phase 1B homes complete 2026
  • Construction duration of Phase 2 ( Fitzgerald & Glenister site) 2026 – 2029

Hayes Town

  • Demolition works start at Hayes Town Centre, Phase 1, - May 2023
  • First 80 homes complete at Phase 1 – 2025
  • Construction duration at Phase 2,3 & 5 – 2025 – 2028
  • Construction duration at Phase 4 – 2028 – 2031

Will there be any changes to the car parking?

  • On both schemes car parking spaces for existing residents will be re-provided, most of which will be located in secure ground floor podium car parking areas
  • 20% of car parking will be provided with electric charging points
  • Car club parking bays will be provided

Will short-stay spaces and disabled car parking spaces be available?

  • 3% of car parking spaces at both schemes will be for blue badge holders
  • At Hayes Town Centre it is planned to re-provide some ‘Stop & Shop’ short stay spaces

How can I find out about the project progress?

Work has started on both Estates and demolition is planned for May 2023.

At Hayes Town Centre, the first 80 homes on Phase 1 will be constructed and completion is planned for Summer 2025.

At Avondale Drive, the first 30 homes on Phase 1a will be constructed and they are due to complete in early 2025.  

The homes in these first two phases are council rented homes and returning leaseholders.

Further updates will be provided on this website and regular newsletters will be distributed to residents at Hayes Town Centre and Avondale Drive Estates.

Are roads in the area likely to be affected by the construction? Are there closures/diversions planned?

Avondale Drive
No public road closures are planned, only private access roads and residents will be informed via newsletters in advance of their closure/diversion.

Hayes Town
Austin Road will be stopped up via licences and diversionary routes agreed with Hillingdon Council (not in Phase 1).

How will car parking be affected during the works?

Alternative car parking will be provided for residents in Avondale Drive Estate in Phase 1A.

At Austin Road the car parks within Phase 1 have been closed to enable construction of the new homes.

How will play spaces be affected during the works?

We will be providing temporary amenity spaces.

What are the construction working hours? Will the works be carried out at the weekends and bank holidays?

Working hours are Mon – Fri from 8:00 am to 6:00pm and 8:00am to 1:00 pm Saturdays.
Weekend working outside of these hours is only with prior agreement of Hillingdon Council in exceptional circumstances.

Are there work opportunities on the scheme? If so, how can I apply?

Over the duration of the construction period, we will be recruiting for a number of site based roles including apprenticeships; bricklayers, carpenters, plumbers, electricians, painters and decorators, labourers, gateman, welfare cleaners and traffic marshalls.

Who can apply or join the Apprenticeship Programme?

Apprenticeships are open to anyone aged 18 years old and above. The apprenticeships range from Level 2 to Level 6 qualifications.

Will there be any community events and initiatives organised by the developer?

Higgins will be promoting a range of events for each site such as Energy Cafés, fun days and careers advice sessions which residents can get involved with. These will be advertised locally in advance of each event with flyers and posters.

What is the role of the Resident Engagement Panel and how often do they meet?

Resident Engagement Panels (REPs) provide scrutiny over the council and Higgins, around design, council services and social value engagement activities to benefit the residents of both Estates. The panels meet approximately 6 times a year, although meetings are set up as required.

Who can apply to become a member of the Resident Engagement Panel?

Any resident can apply to become a member of the REP, although the aim is to get a fair representation of tenure on the panel, with the tenure ratio being reflective of the different tenures on each Estate.
