Higgins has entered into a bespoke development partnership agreement with Hillingdon Council to jointly deliver the regeneration of 2 sites, the Hayes Town Centre Estate and the Avondale Drive Estate. Higgins were selected following a competitive tender where we demonstrated our flexibility and expertise in delivering the redevelopment in terms of design, planning, demolition, construction and sales over an extended period.

The Hayes Town Centre Estate was constructed in the 1970s, and consists of medium rise flats and maisonettes with a high-rise point block of 15 storeys. The Avondale Drive Estate was constructed in the 1960s, and consists of three "system built" 12 storey blocks with covered car parking in between.

The extensive regeneration programme will see the existing 404 homes across both sites demolished, and replaced with new neighbourhoods consisting of mixed tenure homes including those for council rent, returning leaseholders, shared ownership and private sale. Overall, the current planning consent provides for a total of 740 new homes. Revised applications are due to be submitted shortly reflecting the optimised scheme that Higgins had proposed. These will seek to increase the overall housing provision across both sites.

The total redevelopment of the two estates is estimated to run for a period of approximately 7 to 9 years to reflect the decant and phased construction strategy, allowing as many residents as possible to stay on site during construction with a single decant.

The affordable housing will be delivered earlier in the overall programme and within 4 to 5 years. Both developments will feature new high quality public open spaces, improved pedestrian and cycle routes, secure car parking, landscaping and children’s play areas. At Hayes Town Centre Estate a new community centre will replace the existing one.

In addition to the redevelopment of the 2 estates, Higgins is committing to a strategic partnering agreement to deliver a future pipeline of projects for an initial term of 10 years, with an option to extend the term for an additional 5 years.
